I was one of the 11.254.841 people to enter Japan in 2013

A report just came out saying that the number of foreigners who entered Japan in 2013, whether it was tourists, people moving to Japan as well as people already resident in Japan who returned, hit a new record. For the first time in a year, 11.254.841 foreigners came in to Japan. This was of course largely because of the weaker yen. The number of new entrants was 9.554.419. It is not clear to me if this is only people visiting for the first time or the number excluding foreigners who live in Japan and returned that year.
